Overview
In this unit you will gain an insight into aviation safety management systems. You will learn the skills to establish a safety management system tailored to an individual aviation operation considering organisational structures, accountabilities, policies and procedures. You will also gain knowledge about the International Civil Aviation Organisation's mandate for member states to establish a State Safety Program and how each organisation within a state is required to establish a Safety Management System subject to the rules and regulations of that jurisdiction.

Pre-requisites or Co-requisites
Students must meet all requisites: AVAT11013 Introduction to Aviation AND AVAT11010 Aviation Safety Fundamentals
Important note: Students enrolled in a subsequent unit who failed their pre-requisite unit, should drop the subsequent unit before the census date or within 10 working days of Fail grade notification. Students who do not drop the unit in this timeframe cannot later drop the unit without academic and financial liability. Attendance Requirements
All on-campus students are expected to attend scheduled classes - in some units, these classes are identified as a mandatory (pass/fail) component and attendance is compulsory. International students, on a student visa, must maintain a full time study load and meet both attendance and academic progress requirements in each study period (satisfactory attendance for International students is defined as maintaining at least an 80% attendance record).
Recommended Student Time Commitment
Each 6-credit Undergraduate unit at CQUniversity requires an overall time commitment of an average of 12.5 hours of study per week, making a total of 150 hours for the unit.

Assessment Grading
This is a graded unit: your overall grade will be calculated from the marks or grades for each assessment task, based on the relative weightings shown in the table above. You must obtain an overall mark for the unit of at least 50%, or an overall grade of 'pass' in order to pass the unit. If any 'pass/fail' tasks are shown in the table above they must also be completed successfully ('pass' grade). You must also meet any minimum mark requirements specified for a particular assessment task, as detailed in the 'assessment task' section (note that in some instances, the minimum mark for a task may be greater than 50%). Consult the University's Grades and Results Policy for more details of interim results and final grades.

1 Online Test
Students will complete an online test that is a combination of multiple choice and short answer questions, comprehensively covering the topics from Weeks 1 - 5. Students will have up to 2 hours to complete this test, which will open on the Monday of Week 6 and will close on the Friday of Week 6 at 11:45PM QLD time.

You must not use Al at any point during the assessment. You must demonstrate your core skills and knowledge.
This assessment is exempted from the 72-hour submission grace period and must be completed by the stated submission date/time.

Students are graded based on the accuracy and depth of answers.

2 Written Assessment
Your report should use the CASA SMS regulations and guidance material as a reference point for describing how the organisation's SMS operates. It should be structured as follows:
- Introduction to the organisation, its purpose, and its operational profile
- Description of how SMS is structured at the organisation, including
- Safety office and safety personnel, and their position in the organisational hierarchy
- Safety documentation
- Safety Training
- How the structure of SMS is tailored to the unique operating circumstances of the organisation
- How the hazard reporting system is operated, including
- Method(s) of reporting
- How risks are analysed
- How feedback is delivered
- How safety culture is maintained, including
- How safety is promoted
- Any efforts targeting specific safety subcultures
- How safety assurance is implemented, including
- Continuous improvement measures
- QMS interfaces
AI ASSESSMENT SCALE - AI PLANNING
You may use Al for planning, idea development, and research. Your final submission should show how you have developed and refined these ideas.
Week 11 Friday (29 May 2026) 11:45 pm AEST
You will be assessed based on the following criteria:
- Depth of understanding of the organisation's SMS (10 points)
- Quality of describing the alignment of the organisation's SMS components and CASA reference materials (10 points)
- Writing quality, including clarity of expression, accurate referencing, spelling, grammar, etc (10 points)
Examples of different levels of quality for each category will be provided on Moodle.
- Evaluate organisational structures, accountabilities, policies and procedures for the development of a safety management system
3 Presentation
Students will form groups of 3-4 and jointly create a presentation that compares/contrasts the implementation status of SMS from each of their respective organisations that they used for their report in Assessment 2. Presentations should be no more than 10 minutes and will be delivered in-class in Week 12.
Your presentation should summarise the key points of each organisation's SMS, using CASA's SMS framework as a reference. It should then highlight the commonalities across all of the SMS programs, as well as any notable differences (including any context that helps to explain any observed differences). It should conclude with a discussion of the challenges of taking safety theory and applying it to practical SMS implementation.
This assessment is exempted from the 72-hour submission grace period and must be completed by the stated submission date/time.

Due in class during Week 12
You will be assessed on:
- Quality and clarity of the descriptions of the SMS programs (10 points)
- Depth of the comparison between them and with reference to CASA materials (10 points)
- Presentation skills, including balanced contributions among all team members and addressing any questions (10 points)
