Overview
This is a foundational unit that introduces the fundamental concepts and frameworks that underpin the effective management of emergencies and disasters. You will gain a basic understanding of the nature of hazards and disasters and will Introduce the key stakeholders involved with emergency and disaster management, explore the historic and contemporary principles, policies, and legal frameworks guiding the field of practice. The unit will explore local and global concepts of emergency and disaster management and the models, systems and processes required to effectively mitigate, prepare, respond and recover from various disasters.

There are no requisites for this unit.
Important note: Students enrolled in a subsequent unit who failed their pre-requisite unit, should drop the subsequent unit before the census date or within 10 working days of Fail grade notification. Students who do not drop the unit in this timeframe cannot later drop the unit without academic and financial liability. Attendance Requirements
All on-campus students are expected to attend scheduled classes – in some units, these classes are identified as a mandatory (pass/fail) component and attendance is compulsory. International students, on a student visa, must maintain a full time study load and meet both attendance and academic progress requirements in each study period (satisfactory attendance for International students is defined as maintaining at least an 80% attendance record).
Recommended Student Time Commitment
Each 6-credit Postgraduate unit at CQUniversity requires an overall time commitment of an average of 12.5 hours of study per week, making a total of 150 hours for the unit.

Assessment Grading
This is a graded unit: your overall grade will be calculated from the marks or grades for each assessment task, based on the relative weightings shown in the table above. You must obtain an overall mark for the unit of at least 50%, or an overall grade of ‘pass’ in order to pass the unit. If any ‘pass/fail’ tasks are shown in the table above they must also be completed successfully (‘pass’ grade). You must also meet any minimum mark requirements specified for a particular assessment task, as detailed in the ‘assessment task’ section (note that in some instances, the minimum mark for a task may be greater than 50%). 1 Presentation
Early in the term you will be placed into groups. Each group will be assigned a topic from the list of historical emergency management events on the Moodle site. Your group will produce a presentation with PowerPoint slides and speaker’s notes which includes:
- A description of the events that occurred and what impact they had on people living nearby (or farther away, if applicable)
- An identification of the characteristics of the incident which posed danger (the hazards), and the ways in which they threatened people living nearby or farther away (the risks)
- An identification of specific factors in nearby or farther-away communities which made them vulnerable to risks related to the event
Your presentation should be no more than 10 minutes in length, and the number of slides and contents of any speaker’s notes should reflect this. For on-campus students, presentations will take place in class in week 6. For distance students, or other circumstances where in-class presentation is not possible, students should record a presentation on their PowerPoint slides and upload them on the unit's Moodle site, in the relevant section for this assessment.
This assessment also has an individual component. Each member of the group will submit a brief (approximately 500 words) discussion on how the principles of prevention, preparedness, response, and recovery (PPRR) apply to your topic, including suggestions of actions that could have enhanced one or more of these areas. The individual component will also be uploaded to the same section of Moodle, in Microsoft Word format.
This assessment is worth 40% of the overall grade for this unit. You must receive a score of 50% on this assessment (ie. 20 out of 40) to pass the unit.

2 Written Assessment
Note: This is an individual assessment. It concerns the same topic that you considered in the Group Presentation. It builds on your past work, and should incorporate any new knowledge and ideas you gained during the course of the subject.
You are an emergency management expert who has been approached by the government of the state of Queensland. A specific historical emergency or disaster situation (the one your group considered in Assessment 1) has recently come up in public discussion. Although it started outside the political sphere, some ministers in the state government have become interested in this discussion, because they believe that there are parts of the state that are vulnerable to a similar event.
You will prepare a short report (maximum 1,500 words) describing the relevance of the event to Queensland, the risks it would pose to the state, and how the perspective of the Sendai Framework can assist the state government in reducing the risks. Your report should discuss:
- The characteristics of a similar event which would pose a risk to the state’s population
- Which parts of the state or sub-populations would be most at risk from a similar event (eg. urban vs rural populations; specific demographics; geographical regions, etc)
- Social factors and characteristics which put either the state as a whole or specific sub-populations at particular risk from a similar event
- Suggested strategies for the government and other stakeholders to reduce risk and vulnerability to a similar event, with attention to the perspective of the Sendai Framework and the Sustainable Development Goals and the factors they identify as relevant to social vulnerability
You may draw on your previous research on the event, such as you did for the first assessment, for the purposes of this report. Many of the issues and topics relevant to this report will be covered in the second half of the unit, and your study of those weeks' content may be a good place to start. To support your arguments and suggestions, you should also search for additional literature and sources.
This assessment is worth 60% of the overall grade. You must achieve a minimum score of 50% on this assessment to pass the subject (ie. 30 out of 60).
